Paul Hubbard matriculated to Morgan State University from Arundel High School, Anne Arundel County, Maryland in 1966. He received his Bachelor of Science degree in Business Administration in 1970. Although Hubbard had never participated competitively before joining the Morgan State University Swimming and Diving team, he cemented his  legacy through “hard work, desire and willingness to learn,” in the words of his former coach, the late Dr. Ralph W.E. Jones. His hard work would later be a major contribution to Morgan’s two consecutive Central Intercollegiate Athletic Association (CIAA) Swimming and Diving Championships in 1969 and 1970.
 
In one of the first swim meets of his collegiate career during the 1966-1967 season, Hubbard provided a glimpse of things to come by clocking in to win both the 1000 yard freestyle and 500 yard freestyle more than fifteen seconds ahead of second place in both races. He would go on to become one of the most prolific swimmers in Morgan’s history, scoring more points in his first three years of competition than any other Morgan swimmer had in four years and finishing with a total of 309 points over his entire collegiate career.
 
During the 1969 CIAA Swimming and Diving Championships, Hubbard helped the Morgan Bears grab the first of two consecutive conference championships by setting a CIAA record in the 500 yd freestyle (6:03.92), the 1650 yd freestyle (21:29.89) and swimming on the CIAA record setting 800 yd freestyle relay (8:36.2). He rounded out his outstanding championship performance by grabbing third place in the 200 yd freestyle. In recognition of his outstanding ability, accomplishments and service during the 1968-1969 season, Hubbard was selected to appear in the 1969 edition of Outstanding College Athletes of America.
 
In 1970, Hubbard continued to add to his impressive legacy, leading Morgan to its second consecutive CIAA Swimming and Diving championship as captain of the “Morgan Mermen.”  He won the 200 yard, 500 yard and 1650 yard freestyle races, setting new conference records in the 500 yd (5:57.09) and 1650 yd (21:29.0) races. He also swam on the 400 yd relay and CIAA record setting 800 yd relay (8:31.0) teams. In recognition of his extraordinary championship meet performance, Hubbard was voted Outstanding Swimmer at the 1970 CIAA championship meet. He finished his career holding the CIAA record in the 500 yd, 1650 yd and 1000 yd freestyle races.
 
Hubbard was commissioned into the United States Army as a Second Lieutenant in May 1970, after serving in the Morgan State Reserve Officers' Training Corps (ROTC) program for four years. During that time, Hubbard also became an active member of Alpha Phi Omega Fraternity.  In 1993, Mr. Hubbard started his own real estate management business, which he still operates today.
